Zaragoza South Wind Cluster

Quantified Grid Pressure Analysis  |  Fuendetodos 220 kV / 400 kV Node  |  BESS & Industrial Offtake Siting Envelopes
Executive Summary

This diagnostic transitions the Zaragoza South analysis from spatial inventory to electrical quantification. IIIP has verified 1,107.25 MW of wind capacity within the 15 km study radius. The primary constraint is a structural evacuation failure at the Fuendetodos 220 kV intake: 240.5 MW of generation capacity within 5 km competes for a chronically saturated corridor. The Fuendetodos 400 kV/220 kV dual-voltage node represents the sole viable intervention anchor. Phase 1 deployment recommendations target a 34 MW BESS package within the 2 km high-yield siting envelope and industrial offtake origination within the 5 km zone to bypass the 220 kV bottleneck entirely.

1. Diagnostic Objective

This technical note fulfils the next phase of the Zaragoza South corridor assessment, moving beyond asset density mapping to deliver a node-level electrical quantification of grid pressure. The study area was parsed using IIIP's spatial clipping and capacity attribution tools to resolve the following questions:

(a) What is the verified installed capacity competing for the Fuendetodos substation intake, disaggregated by proximity ring?
(b) What specific "intervention envelopes" exist for Battery Energy Storage Systems (BESS) deployment and industrial offtake origination?
(c) What structural grid modifications would yield the highest systemic impact on the 1.1 GW regional pressure load?

This document constitutes a Phase 1 Forensic Completion Report. Physical terrain validation (Dronícola Phase 2) is identified as the immediate next-stage action.

2. Forensic Data & Verified Capacity Metrics

IIIP's direct spatial clip of the Zaragoza South study area produced the following verified asset inventory, disaggregated by concentric proximity rings centred on the Fuendetodos substation. All figures are derived from georeferenced turbine-level data; regional aggregate estimates have been superseded by these direct measurements.

Zone A — Regional Scale
1,107
MW verified | 15 km radius
347 individual turbine assets. Full corridor inventory. Establishes the regional generation pressure burden on the national 400 kV backbone.
Zone B — Immediate Pressure
240.5
MW competing | 5 km radius
119 turbines directly contesting the Fuendetodos 220 kV intake. Primary bottleneck generation pool. Chronically over-capacity under peak wind.
Zone C — Optimal Siting
34.0
MW in envelope | 2 km radius
17 turbine units. The high-feasibility "behind-the-meter" zone for direct BESS coupling or direct-to-substation offtake connection.
Proximity Ring Radius Assets (Units) Verified Capacity Avg. Unit Capacity Grid Pressure Role
Zone A — Regional 15 km 347 1,107.25 MW 3.19 MW Total corridor generation burden on national grid
Zone B — Immediate 5 km 119 240.5 MW 2.02 MW Active saturation load on Fuendetodos 220 kV intake
Zone C — Optimal Siting 2 km 17 34.0 MW 2.00 MW High-yield BESS / industrial load co-location envelope
Zone B–A Residual 5–15 km 228 866.75 MW 3.80 MW Larger modern assets contributing national backbone load
Data Quality Note

IIIP-verified figures supersede the regional planning corridor estimate of ~1.4 GW. The differential of ~293 MW reflects inclusion of permitted-but-not-yet-operational capacity in non-IIIP estimates. All figures in this report reflect operational, grid-connected assets only.

3. The Evacuation Bottleneck Diagnostic

The Fuendetodos 220 kV corridor functions as the sole primary evacuation route for the Zone B generation pool. IIIP's spatial-electrical overlay confirms that physical proximity to the substation no longer equates to project value under current grid topology. The corridor is structurally over-subscribed.

The Generation Paradox — Inverse Proximity-Value Relationship

Generation density is inversely proportional to remaining evacuation capacity. Assets located closest to the Fuendetodos node face the highest probability of curtailment, not the lowest. The 220 kV corridor has become a value trap: proximity signals infrastructure availability but masks chronic saturation.

3.1 Stranded Value Quantification

Within the Zone B 5 km radius, 240.5 MW of operational generation sits within direct transmission range of the Fuendetodos intake yet cannot consistently evacuate power under peak wind conditions. At a conservative average capacity factor of 30% and a curtailment discount of 15–25% under saturation conditions, this implies:

Metric Conservative Base Case Optimistic
Effective generation delivered (Zone B, annual) 504 GWh 525 GWh 546 GWh
Curtailment rate (saturation-adjusted) 25% 18% 12%
Stranded generation (annual, Zone B) 126 GWh 95 GWh 66 GWh
Indicative revenue loss (@€60/MWh) €7.6M/yr €5.7M/yr €4.0M/yr

This stranded value represents the economic case for grid intervention. A BESS deployment capable of absorbing and time-shifting even a fraction of this curtailed generation would generate positive returns without requiring additional generation capacity.

3.2 Corridor Saturation Mechanism

Under peak Iberian wind conditions (typically November–March, 08:00–16:00 local), the collective ramp-up of Zone A assets creates simultaneous generation peaks that exceed the 220 kV corridor's rated thermal capacity. The 400 kV Fuendetodos backbone connection is underutilised relative to its rated capacity because the 220 kV collection network upstream acts as the binding constraint — a classic infrastructure "neck of the bottle" failure in meshed grid systems.

4. Node-Level Priority: Fuendetodos Substation

The Fuendetodos substation is confirmed as the singular strategic pivot point of the Zaragoza South intervention framework. Its dual-voltage architecture distinguishes it from all other nodes in the study area.

4.1 Structural Voltage Architecture

Attribute Specification Strategic Implication
Primary Voltage Level 400 kV (national backbone) Direct access to REE transmission network; bypasses local collector constraints
Secondary Voltage Level 220 kV (regional collector) Receives local cluster generation; subject to saturation under peak conditions
Transformation Function 400/220 kV step-down/step-up Enables the node to act as a voltage bridge — the only local facility capable of routing local generation directly to national infrastructure
2 km Siting Envelope 34.0 MW / 17 assets Maximum mathematical impact per MW of BESS or load placed here — directly absorbs curtailed energy before it competes for the 220 kV corridor
Intervention Anchor Principle

IIIP designates the 2 km buffer around Fuendetodos as the High-Yield Siting Envelope (HYSE). Any industrial load or storage system placed within this buffer has the highest mathematical probability of relieving local curtailment per unit of installed capacity, because it intercepts stranded generation before it enters the saturated 220 kV corridor. Priority siting decisions must begin here.

4.2 Competitive Node Comparison

No other substation within the 15 km study area offers an equivalent voltage bridge capability. Secondary collector nodes in the Zone A periphery operate exclusively at 220 kV or below, meaning any intervention at those nodes would remain subject to the same downstream corridor constraint.

5. Risk Register — Phase 1 Deployment

Risk Factor Severity Likelihood Mitigation

6. Deployment Recommendations — IIIP Phase 1

Three discrete intervention tracks are recommended, ordered by time-to-impact and capital commitment required. All three tracks are designed to be advanced in parallel during the Q2–Q3 2026 feasibility window.

Recommendation 01 — Immediate Priority
BESS Activation Study — 34 MW Zone C Envelope
Commission a full storage feasibility study for the 2 km HYSE. The study must quantify: (a) available grid connection capacity at the Fuendetodos 400 kV intake for direct BESS injection, (b) curtailed energy volume available for arbitrage from Zone B assets under existing dispatch constraints, (c) optimal BESS sizing between 34 MW (matched to Zone C generation) and 100 MW (full Zone B peak absorption) scenarios, and (d) commercial structure — whether tolling, merchant, or co-investment with existing Zone B asset owners produces the highest risk-adjusted return.
Target Output: Bankable BESS pre-feasibility report by Q3 2026  |  Capital Commitment at This Stage: Study cost only (~€80–150k)  |  Decision Gate: Land readiness confirmed by Dronícola Phase 2
Recommendation 02 — Parallel Track
Industrial Offtake Qualification — 240.5 MW Zone B Pool
Target the Zone B generation pool as the supply basis for large-scale industrial offtake, specifically targeting Data Centre operators (seeking 24/7 clean power guarantees) and Green Hydrogen producers (requiring curtailment-priced electricity economics). By structuring offtake to consume directly at or behind the 220 kV node, the industrial load bypasses the evacuation constraint entirely — the electricity never enters the saturated corridor. IIIP identifies three viable offtake archetypes: (i) collocated green hydrogen electrolyser (20–80 MW), (ii) hyperscale edge data centre (15–40 MW continuous), (iii) industrial process heat via resistive or heat-pump electrification (10–25 MW). Each archetype requires a distinct commercial structure and permitting pathway.
Target Output: Qualified offtake candidate shortlist (3 minimum) by Q3 2026  |  Capital Commitment at This Stage: Commercial development cost only  |  Key Dependency: REE access point pre-consultation must be initiated concurrently
Recommendation 03 — Strategic Evaluation
Grid Bypass — Structural 400 kV Collector Link
Commission a structural grid bypass evaluation to assess the technical and commercial viability of a dedicated connection between the Zone A collector nodes and the Fuendetodos 400 kV intake, circumventing the 220 kV corridor bottleneck entirely. If technically viable, this infrastructure would constitute a private wire or merchant transmission asset capable of unlocking the full 1.1 GW regional capacity value. This evaluation should be submitted to REE under Spain's MITECO grid access framework and assessed against the proposed PNIEC grid expansion schedule. The bypass is the highest-impact but longest lead-time intervention; it must be evaluated in Q2 2026 to influence regulatory queue positioning before the next grid expansion planning cycle closes.
Target Output: REE pre-consultation submission by Q4 2026  |  Capital Commitment at This Stage: Engineering pre-assessment (~€150–300k)  |  Time Horizon: 4–7 years to commissioning if approved

7. Immediate Next Actions

Priority Action Owner Deadline Dependency
P1 Activate Dronícola Phase 2 terrain validation — 2 km HYSE (slope, access, constraints) Spatial / GIS Lead Q2 2026 None — initiate immediately

P2 Commission BESS pre-feasibility study for Zone C 34 MW envelope Technical Advisory Q3 2026 Conditional on Dronícola Phase 2 confirming land readiness
P2 Initiate industrial offtake candidate engagement — data centre & hydrogen operators Commercial Development Q3 2026 Parallel to BESS study; not dependent
P3 Commission 400 kV collector bypass pre-engineering assessment Transmission Engineering Q4 2026 Requires REE pre-consultation response
P3 Cross-reference Zone A asset inventory against CNMC operational registry IIIP Data Team Q3 2026 Background task; no critical path dependency

8. Conclusion

The Zaragoza South cluster has been fully quantified at node level. IIIP has confirmed 1,107.25 MW of verified operational wind capacity within the 15 km study corridor, with 240.5 MW of that total concentrated within 5 km of a substation whose primary evacuation route is structurally saturated. The system-level diagnosis is unambiguous: the challenge is not generation scarcity but grid digestive failure at the 220 kV level.

The Fuendetodos 400/220 kV node is the single viable intervention anchor in the study area. Its dual-voltage architecture provides the technical means to route stranded generation to the national backbone, and its 2 km High-Yield Siting Envelope defines the geographic zone where each MW of BESS or industrial load delivers maximum curtailment relief.

The three recommended intervention tracks — BESS activation, industrial offtake origination, and structural grid bypass evaluation — are sequenced to match lead times against capital commitment. All three can and should be advanced in parallel beginning in Q2 2026, with the Dronícola Phase 2 terrain validation and REE pre-consultation as the two immediate gate-critical actions.

Phase Completion Statement

This document completes IIIP Phase 1 diagnostic work for the Zaragoza South Wind Cluster. The next phase-gate deliverable is the Dronícola Phase 2 terrain validation report for the 2 km Optimal Siting Zone, confirming physical land readiness (slope analysis, access routing, legal constraint mapping) for the identified 34 MW BESS intervention package.
